Rains creates havoc across Arunachal, NH 415 Karsingsa road caves in

ITANAGAR, Aug 11: The unrelenting monsoon rainfall is creating havoc across the state with reports of floods and road blockades pouring in from various quarters.
In the capital, National Highway 415, in Karsingsa has been affected again as a large portion of the road caved in on Friday morning due to water logging, leaving several passengers stranded.

on the road gave away and the road started to cave in somewhere between 1 AM to 3
AM on Friday. The damaged portion of the road is roughly 400 meters away from the

The administration has requested travellers to avoid the route and if necessary, directed vehicles to take a diversion from Doimukh to Harmuty via Gumto till the road is repaired, which may take some time, considering the inclement weather conditions.
PWD Highway, Executive Engineer Nani Tath also informed that the culvert on the said road was constructed several years ago by the Border Roads Organisation. There is more threat to the road with the river eating away the land from one side and mudslides blocking the road from the other.

Itanagar EAC, Jiken Bomjen informed that Tajang went to use the bathroom located outside the house when a sudden landslide, triggered by rain buried him under.
He was rushed to Rama Krishna Mission Hospital, Itanagar and has undergone surgery on his right leg, and is currently recovering.
At Tezu, flood situation is grim with rivers, like the Lohit, Sukha Nallah, Dura Nallah, Tezu Nallah, Dening Nallah, Drum Nallah etc flowing above the danger level. Miju village in Tafragam, Changliang, Danglat, 27 Mile etc have also been affected.
At least 11 persons were evacuated from Lohit River near Danglat, located behind the ITBP Camp in Tezu. Rescue operations to evacuate stranded persons are underway, said DDMO Damchen Norbu.
There has been no report of casualty or loss of life so far, and a relief camp has been earmarked and kept ready in Amik Ringya Hall, Tezu, informed Norbu.

Water supply and power supply have also been disrupted due to incessant rain. Department of Hydro Power Development has reported shutdown of Tafragam MHS and Doorah Nallah MHS due to damages by silt and heavy landslide.
The district administration has also appointed Sector Magistrate to oversee and monitor flood situation in the district.
Minister of Art & Culture, Dr Mohesh Chai also called an emergency meeting with the district administration and HoDs to chalk out flood preparedness measures in the district in the wake of flash flood in the district.
Analyzing the flood situation in the district, the Minister urged everyone to be prepared for any contingency, and asked all government officials to remain in their place of posting.
He further requested all departments, including the BRTF to be alert and oversee immediate restoration works in all the grim areas in the district.
At Dambuk, drinking water supply has been completely damaged by landslides and consequently, there is no normal water supply for the past one week.
Dambuk ADC Atul Tayeng informed that the department is working for restoration of the supply. The electricity supply has also been disrupted for the last one week and is yet to be restored by the department.
Due to rising water level of Dibang River, heavy erosion has damaged agricultural land at Patsing agricultural area at Dambuk. The houses of six families have been washed out as Dibang is changing its course. Around 400 cattle are also feared drowned in the river.
The local administration is taking necessary measures for immediate relief and rehabilitation for the affected families.
The ADC also informed that flooding of Dotung and Sisar rivers has caused erosion of agricultural land and reports of inundation of paddy crops in Bizari and Anpum areas have also been received.

Following this, the East Siang District Administration has issued an executive order on Thursday, prohibiting the crossing of commuters on the said bridge from Ayeng to Mebo by any kind of three and four wheelers with immediate effect until restoration of the said bridge by concerned authorities.
Only 20 percent of the road space connecting the bridge is left. The DA has instructed deployment of necessary police personnel at Siku Bridge point till provisional arrangements are made by the Highway authorities.

India deploys more troops along China border in Sikkim, Arunachal

Arunachal to establish Indigenous Faith & Cultural Affairs dept
ITANAGAR, Aug 11: The Arunachal Pradesh Cabinet on Friday approved the establishment of a new department of Indigenous Faith & Cultural Affairs (DIFCA).
Chief Minister Pema Khandu, who chaired the Cabinet meeting here this afternoon, maintained that due to globalization, exposure and external influences, the indigenous communities of the state are fast getting disconnected with their rich culture and languages that calls for specific steps to preserve and protect them from disappearing into oblivion.
While giving its nod to the proposal, the state Cabinet also approved creation of seven posts to begin with, including that of a Director of the department that would be headed by a Secretary.
The Department of Indigenous Faith and Cultural Affairs would function to preserve and promote culture and faiths of the indigenous communities of the state.
The state Cabinet also reviewed Secretariat Service Cadre and approved proposal for creation of 148 new posts.
According to the approved proposal, three posts of joint secretary, one post of joint secretary AR, 24 posts of under secretary, one post each of senior analyst and one post of junior analyst of Administrative Reform Department, 28 posts of section officer, one post of senior research officer (Finance), two posts of PPS, 20 posts of SPA, 30 Posts of PA and 38 posts of Junior secretarial assistant were created.
Further, the Cabinet approved the upgrade of 116 posts of senior secretariat assistants to assistant section officer. With this, a total of 148 new posts have been created and 116 upgraded.
The Cabinet also approved creation of 440 temporary posts of Home Guards for the capital city police.
With this, the capital city police will be adequately equipped for effective management of law and order. Further, the city police can also utilise this manpower for easing the traffic woes of the city, a release said.
Student found dead under mysterious circumstances
ANSU seeks proper investigation
BHALUKPONG, Aug 11: One Techi Khoda, a student of Government Higher Secondary School Seijosa was found dead under mysterious circumstances near Durga Mandir in between Sessa and Bhalukpong.
The body was recovered on August 6 by the police. Earlier on August 5, his family had lodged a missing report at Bhalukpong Police Station.
Talking to this daily, Investigating Officer Ege Ete informed that the police are treating it as a murder case and a case has been lodged at Bhalukpong Police Station.
"The boy had gone to attend an event at Jamiri on July 28. On the next day, he reportedly went to Bomdila and stayed there with his friends. On August 3, he called up his sister and informed that he has on his way to Bhalukpong. However, he went missing after that. His motorbike was found in between Sessa and Elephant Fall. We have launched investigation and are working on it," said IO Ete.
Late Khoda was staying in Kola camp near Bhalukpong with his parents.
Meanwhile, a team of the All Nyishi Students Union (ANSU) led by its Vice President Tana Sushil Tara met officials of West Kameng unit police, including Deputy Superintendent of Police, Gothumbu Dajanglu and IO Ege Ete.

The contractors who are executing the work honestly and sincerely are on panic mode, following reports that the centre may not release allocation for PMGSY road projects in Arunachal Pradesh as reports of irregularities and corruption in the Rural Works Department surfaced.
Representing the aggrieved PMGSY contractors, ZPM Seppa Rajo Gyadi called on Rijiju on Thursday seeking his intervention to resolve the impasse with the Ministry of Rural Development, so that genuine contractors may not suffer.
Gyadi in his representation claimed that after the NIT formalities, several PMGSY projects across the state are underway and on the verge of completion.
Pleading to the MoS Home to intervene, Gyadi informed, "Many projects have achieved their physical work, including formation cutting and CD works despite unfavourable weather conditions." He went on to claim that genuine contractors, who have put all efforts to achieve the target, are being deprived of payment despite achieving 80 percent of physical work.

APIC imposes fine on PWD
ITANAGAR, Aug 11: The Arunachal Pradesh Information Commission (APIC) has under section 20(1) of the RTI Act, 2005 imposed penalty of Rs 25,000 against PWD Public Information Officer, Rumgong Dukium Lona for his failure to furnish information as sought by appellant Tadam Talom, pertaining to maintenance works executed under the Rumgong, PWD Division.
The Commission has also directed PWD PIO, Rumgong, Dukium Lona to appear in person before the commission on August 28 next along with all the information required.
It further said that an arrest warrant will be issued against him in case he fails to appear before the Commission on the aforementioned date.

DAPORIJO, Aug 11: A State Health Supervisory Team (SHST) visited District Hospital, Daporijo on August 9 for baseline assessment of quality services.
These services include general health administration, maternal & child wards, laboratory services, labor room services and operation theatre services, based on National Quality Assurance Services (NQAS) checklist, and assessment of functional status of Sick Neonatal Care Unit (SNCU).
After the visit, the team briefed Upper Subansiri Deputy Commissioner A K Singh about the findings for necessary action.

ITANAGAR, Aug 11: The Doimukh Students' Union (DSU) has demanded the Doimukh SDO to check dice playing and illegal selling of liquor till late night in Doimukh area.
In a complaint letter to the SDO, the student union stated that illegal activities, like dice playing in Saturday market and selling of liquor without license till late night were going on unchecked in Doimukh, leading to frequent group fights and quarrels among the youths under alcoholic influence, most of whom are college students, living in rent houses.
The DSU also said that it has found some boys and girls drinking alcohol and sniffing dendrite in the railway tracks and river banks of Doimukh.
The students' union strongly appealed to the Doimukh Circle Administration to strictly issue orders to the Doimukh unit Police to initiate necessary action against such illegal activities to maintain law and order and public peace in Doimukh area. As government jobs are limited, we need to skill our educated youths in sectors suitable for them for employment," the Chief Minister said after releasing the comprehensive report on 'Skill Development in Arunachal Pradesh', researched and compiled by the North Eastern Development Finance Corporation Limited (NEDFi) here on Friday.

NEDFi, through its Advisory and Consultancy Department, undertook a comprehensive and extensive study on skill development in Arunachal Pradesh.
The objective is to understand characteristics of skill development system, aspiration and skill development needs of various categories of population and the global, national and local skill requirement trends and suggest suitable strategies to take skill development efforts in the state to next level.
The study proposes eight strategic reforms roadmap in skill development sector, based on key aspects that have emerged during the study.
These include, strengthening the governance framework currently governing the skill development ecosystem, improving the effectiveness and utilization of existing technical vocational education and training institutions, making provisions for providing specialized skill development training in identified sectors relevant to the state, making general education provided in schools an integral part of skill development efforts by improving the quality and learning outcomes of school education, creating robust ecosystem of creditable private vocational training providers, improving linkages between industry and institutions providing skill development, strengthening the handloom and handicrafts sector and making extensive provisions for career counselling and information dissemination.
The Chief Minister said the report will serve as a roadmap for the state government to plan its future course of action in imparting skill development to the youths of the state.
He gave the Skill Development Department one month's time to prepare a comprehensive proposal and action plan based on the suggestions put forth in the report.
"We have been doing a lot in equipping our youths with skills but yet somehow have not fully succeeded in giving the process a meaningful direction because we did not have a proper and scientific roadmap," observed the Chief Minister.
He hoped the NEDFi report will help the government plan and execute a strategic skill development policy that will provide the youth gainful and sustainable employment.
Chief Secretary Shakuntala D Gamlin suggested taking into account aviation, automobile and IT sectors, which are growing fast and have a large scope of employment. These sectors can be explored by ITIs and polytechnics of the state to specifically train youths, she said.

Thongdok warns against misuse of Govt fund
KALAKTANG, Aug 11: Legislative Assembly Speaker, T N Thongdok has warned government officers against misuse of government fund while implementing schemes.
During a review meeting of development activities at Kalaktang on Thursday, Thongdok requested the officers to work hard for proper utilization of government fund and to maintain quality of work. He also emphasized on timely completion of projects.

Prakash Path in U/Subansiri, PMUY launched in East Siang
ITANAGAR, Aug 11: Prakash Path (the way to light), the national LED programme was launched in Upper Subansiri district in a function at Rijo Conference hall here on Friday.
The programme aims at conserving energy through spread of energy efficient LED lamps and distributing such lamps at subsidized prices, said Upper Subansiri Deputy Commissioner A K Singh.
APEDA Project Officer, Jamdam Jeram informed that various energy efficient appliances, like LED bulbs, tube lights and fans were made available at the office of the APEDA for sale at subsidized rates to public.
The programme was attended by HoDs, PRI leaders and the public.
Meanwhile, East Siang Deputy Commissioner, Tamiyo Tatak handed over LPG connections to 30 beneficiaries at the launch of the Pradhan Mantri UjjwalaYojana (PMUY) in the district on Thursday.
Hailing the Prime Minister for the scheme, Tatak said the (LPG) connection will mitigate the sufferings of poor women in managing kitchen and household.
"It is a boon for our rural masses where majority of the households are dependent on firewood and kerosene stove, etc for cooking purposes. It will improve the health condition of our poor women and reduce drudgery of collecting firewood", the DC opined.
Under this programme, only 300 women belonging to 'Below Poverty Line' (BPL) have been selected in the district, based on Social Economic Caste Census, 2011 data, but the actual figures of BPL would be more than that, Tatak said.
He suggested conducting proper survey and preparing list of beneficiaries afresh in a transparent manner so that no eligible beneficiary is left from acquiring the benefit of the scheme.

Labour union demands development of school
ITANAGAR, Aug 11: In a memorandum submitted to Deputy Chief Minister, Chowna Mein on Friday, the Capital Complex unit of All Arunachal Pradesh Labour Union (AAPLU) informed him about the poor condition of the Girls Residential School, Nirjuli and appealed to him to direct the authorities to take up remedial measures at the earliest.
The AAPLU claimed that the school does not receive timely supply of textbooks and uniforms, while there is shortage of teachers, water supply and bad road connectivity.
It also appealed to the authorities to ensure timely release of teachers' salaries and opening of a joint account of the SMC of the school for better management of the school.
Students' body seek proper construction of outdoor stadium

AAPPTF threatens democratic movement

Scholarship and stipend

During 2013, we first came to know about this PMS-
So in 2014-
After confirmation from SJETA-
So, following year (2016), I too also applied for both stipend and scholarship as everyone else because all were availing both the schemes from the past (i.e. from 2013 onwards).
But then suddenly & unfortunately a movement came from Dera Natung Govt College, Itanagar under its Students’ Union leadership, in the banner called Joint Interim Committee for Stipend and Scholarship issues (JIC).
Initially I felt it meaningless on part of DNGC or JIC because in the past everyone used to avail both Stipend & Scholarship simultaneously without the notice of Govt or the Department. So JIC started the movement with a voice of availing both the schemes to which we were about to support.
But suddenly they changed their stand and asked students to submit NOC (during Apr-
But to my surprise I got the stipend which I didn't want. Again when the Scholarship
got delayed and SJETA asked NOC for availing the scholarship, the JIC came in rescue
but as usual of no use. To our utter surprise some names were not in list of stipend
beneficiary in the first lists of SJETA. Again on re-
In the process to cope up with the pace of Departments and JIC and AAPSU we lost
our precious time which can’t be compensated. We lost our parents’ hard earned pocket
money by using them to apply for both the Schemes (i.e. Rs 300/per Stipend and Rs
500/per scholarship approx.). Besides, countless xerox and printings were done in
addition to countless to and fro journeys to both DHTE-
There’s a big difference between stipend and scholarship. Stipend is only given to
ST of Arunachal Pradesh from class I to University level and not to STs of other
states. Likewise Scholarship is given to all ST students of Pre-
Today the rate of all commodities and fee structures of institutes are higher than the Mount Everest and are running ahead faster than the Cheetah.
So, the students have the right reason to claim for both the schemes.
Why did many availed both stipend n scholarship in the past?
Will Govt. recover the previous fund which was double availed by applicants before as per the stipend/scholarship rules?
Stipend amount is so meagre, and today cost is sky high, therefore why can't State Govt give stipend alongside the national scholarship?
If they want students to avail only one scheme of stipend or scholarship then why did they approved the application at institute, state and national level???
Why are students organisations of the state silent over this genuine point of issue? Therefore I appeal all the President/General Secretary and Education Secretary of all the Apex Students Body of state to raise and voice this point for the greater interest and overall welfare of the poor students community.
Lastly will the state stipend be discontinued from next academic session because everyone will opt for higher amount scholarship? So, the million dollar question is Can we really rely on PMS over Stipend? Will the GoI release scholarship in time every year?
Therefore, I earnestly appeal and urge upon the State Govt to increase the amount of stipend in equal proportion to that of scholarship if it doesn't allow students to avail the stipend along with scholarship or else let the students enjoy both facilities.

Verify the veracity

Apropos to a press release by RGUSU demanding for E-
In fact as a land donor and being local, we definitely deserve some privilege in
terms of availing small petty works and indeed RGU has been co-
But it is totally false and untrue that only Doimukh people are doing the work.
People originally hailing from Seppa, Kurung Kumey, Tali, who are settled in Nirjuli, Naharlagun and Itanagar are also doing contract works in RGU. Anyone can verify the records from the engineer wing of RGU.
All the big amount works, above Rs 25 lakh are in fact done by floating NIT through major dailies by observing all the codal formalities. Same can also be verified by any one.
The picture shown on the news paper is actually not a structural crack or damage, it is a joint of two separate beams which is designed so deliberately to withstand and minimize the damage to the whole building in the event of any earthquake. In fact some plasters have come off from the joint which appears to be a crack. Nonetheless some fault in the buildings is a sporadic incidence; it not only happens in RGU but can be seen in many other structures all over the state since our state is in the centre of seismic zone.
Implementation of E-
This blame game is nothing but outcome of frustration of few disgruntled RGUSU leaders who has been desperately seeking some contract works for themselves.
Firstly, they had approached the VC, RGU many times for award of contract works and indeed were given one or two works but were not satisfied and demanded for bigger contract works which was not obliged by the VC.
Secondly, few weeks back they came to us seeking donation in the name of excursion. Since there demand was so high, we could not afford to oblige them which led them to the press. How one can expect us to bear the whole expenditure of an excursion of a university. Obviously, the authority must have a planned budget for such big event.
Every year we have been contributing in every occasion of RGU such as Picnics, Nyokum Yullow, Panorama, Inter college week celebration and even for excursion, in whatever little way we could afford. But I wonder whether the money is used for the common purpose or pocketed by these so called leaders.
Lastly, I would like to advise the RGUSU to verify the veracity of the fact before going to media, and not to just vent out their frustration for not getting contract works and donation for their pocket money.
