Rains creates havoc across Arunachal, NH 415 Karsingsa road caves in

ITANAGAR, Aug 11: The unrelenting monsoon rainfall is creating havoc across the state with reports of floods and road blockades pouring in from various quarters.

In the capital, National Highway 415,  in Karsingsa has been affected again as a large portion of the road caved in on Friday morning due to water logging, leaving several passengers stranded.

Speaking to The Arunachal Times, Naharlagun EAC, Hento Karga informed that the culvert on the road gave away and the road started to cave in somewhere between 1 AM to 3 AM on Friday. The damaged portion of the road is roughly 400 meters away from the officially identified sinking zone on the Karsingsa-Banderdewa road.

The administration has requested travellers to avoid the route and if necessary, directed vehicles to take a diversion from Doimukh to Harmuty via Gumto till the road is repaired, which may take some time, considering the inclement weather conditions.

PWD Highway, Executive Engineer Nani Tath also informed that the culvert on the said road was constructed several years ago by the Border Roads Organisation. There is more threat to the road with the river eating away the land from one side and mudslides blocking the road from the other.

"This is a natural process, and till the four-lane, by-pass and bridge are not constructed, the situation will remain an annual occurrence", he said.

Temporary restoration work has begun to make passage for light vehicles. However, the Executive Engineer said that it was not a permanent solution to the annual mishap.

Further, Karsingsa ASM, Kipa Taniang said that temporary solutions are not going to work, and requested the state and central governments to keep an annual budget for this crucial road, which connects the twin Capital with several important places.

Meanwhile, a man in his early 20s, identified as Tajang Rai, sustained grievous injuries after he was hit by a landslide just outside his rent house at D-Sector, Itanagar around 7 AM on Friday.

Itanagar EAC, Jiken Bomjen informed that Tajang went to use the bathroom located outside the house when a sudden landslide, triggered by rain buried him under.

He was rushed to Rama Krishna Mission Hospital, Itanagar and has undergone surgery on his right leg, and is currently recovering.

At Tezu, flood situation is grim with rivers, like the Lohit, Sukha Nallah, Dura Nallah, Tezu Nallah, Dening Nallah, Drum Nallah etc flowing above the danger level. Miju village in Tafragam, Changliang, Danglat, 27 Mile etc have also been affected.

At least 11 persons were evacuated from Lohit River near Danglat, located behind the ITBP Camp in Tezu. Rescue operations to evacuate stranded persons are underway, said DDMO Damchen Norbu.

There has been no report of casualty or loss of life so far, and a relief camp has been earmarked and kept ready in Amik Ringya Hall, Tezu, informed Norbu.  

Link road to Changliang village has also been washed away by flash floods, informed WRD AE, Bani Langkam.

Water supply and power supply have also been disrupted due to incessant rain. Department of Hydro Power Development has reported shutdown of Tafragam MHS and Doorah Nallah MHS due to damages by silt and heavy landslide.

The district administration has also appointed Sector Magistrate to oversee and monitor flood situation in the district.

Minister of Art & Culture, Dr Mohesh Chai also called an emergency meeting with the district administration and HoDs to chalk out flood preparedness measures in the district in the wake of flash flood in the district.

Analyzing the flood situation in the district, the Minister urged everyone to be prepared for any contingency, and asked all government officials to remain in their place of posting.

He further requested all departments, including the BRTF to be alert and oversee immediate restoration works in all the grim areas in the district.

At Dambuk, drinking water supply has been completely damaged by landslides and consequently, there is no normal water supply for the past one week.

Dambuk ADC Atul Tayeng informed that the department is working for restoration of the supply. The electricity supply has also been disrupted for the last one week and is yet to be restored by the department.

Due to rising water level of Dibang River, heavy erosion has damaged agricultural land at Patsing agricultural area at Dambuk. The houses of six families have been washed out as Dibang is changing its course. Around 400 cattle are also feared drowned in the river.

The local administration is taking necessary measures for immediate relief and rehabilitation for the affected families.

The ADC also informed that flooding of Dotung and Sisar rivers has caused erosion of agricultural land and reports of inundation of paddy crops in Bizari and Anpum areas have also been received.

The Dambuk Orange Festival Artist Camp is under constant erosion by the Dibang River and so far, almost 50 meters of the area has been eroded, while many local houses of the camp have been washed away.

Further, the approach road of PWD RCC Bridge at 10 KM Bomjir-Bizari road was washed out at the right bank. The Sisar Nallah at 14 KM is also on high flood alert. So far, there is no scarcity of ration items.

The local administration is taking all necessary measures and keeping a close watch on the situation. The District Administration and local MLA Gum Tayeng are also in touch with the local administration and constantly monitoring the situation, added the ADC.

At Roing, the unrelenting rainfall has eroded and damaged the approach road of Deopani log bridge (Roing- Anini) at various points. The water level has also risen with strong current, which can be dangerous for life and property.

To prevent any untoward incidents, the Roing Administration has advised the public to avoid using the Roing-Anini road until the water level recedes and weather is clear.

At Pasighat, the abutment of Siku Bridge on NH-13 connecting Mebo Sub-Division and eastern Arunachal from Pasighat has been washed away by the surging waters of Siku-Sirum River due to heavy rainfall in the last few days.

Following this, the East Siang District Administration has issued an executive order on Thursday, prohibiting the crossing of commuters on the said bridge from Ayeng to Mebo by any kind of three and four wheelers with immediate effect until restoration of the said bridge by concerned authorities.

Only 20 percent of the road space connecting the bridge is left. The DA has instructed deployment of necessary police personnel at Siku Bridge point till provisional arrangements are made by the Highway authorities.

Meanwhile, the mighty Siang continues to be in spate and the DA has alerted the citizens to keep away from the rivers banks and turbulent streams.

Till filing of the report, Sibo Korong, which washed away a large portion of the boundary wall of Giidi Notko on Thursday, is showing signs of slowly receding. The incessant rainfall has affected and submerged paddy fields and water logging has been reported in pockets of the Pasighat Township, including Police Colony. The DDMA authorities are constantly monitoring the situation.

 

 

 

India deploys more troops along China border in Sikkim, Arunachal

New Delhi, Aug 11: In a strategically key move, India has poured in more troops along the entire stretch of its border with China in Sikkim and Arunachal Pradesh in the face of heightened rhetoric by Beijing over the Dokalam standoff, senior government officials said today.

The "caution level" among the troops has also been raised, the officials told PTI.

The decision to increase the deployment along the nearly 1,400-km Sino-India border from Sikkim to Arunachal Pradesh was taken after carrying out a detailed analysis of the situation and considering China's aggressive posturing against India on Dokalam, the officials said.

The Army's Sukna-based 33 Corps as well as 3 and 4 corps based in Arunachal and Assam are tasked to protect the sensitive Sino-India border in the eastern theatre.

The officials declined to give any figure or percentage of increased deployment, saying they cannot disclose "operational details."

According to defence experts, roughly 45,000 troops including personnel having completed the weather acclimatisation process are normally kept ready along the border at any given time, but not all are necessarily deployed.

The soldiers, deployed over 9,000 feet, have to go through a 14-day-long acclimatisation process.

The officials, however, said there is no enhancement of troops at the India-China-Bhutan tri-junction in Dokalam where around 350 army personnel are holding on to their position for nearly eight weeks after stopping Chinese troops from constructing a road on June 16.

Bhutan and China have competing claims over Dokalam, and are negotiating a resolution.

China has been ramping up rhetoric against India over the last few weeks, demanding immediate withdrawal of Indian troops from Dokalam. The Chinese state media, particularly, has carried a barrage of critical articles on the Dokalam stand-off slamming India.

External Affairs Minister Sushma Swaraj recently said both sides should first pull back their troops for any talks to take place, and favoured a peaceful resolution of the border standoff.

India also conveyed to the Chinese government that the road construction would represent a significant change of status quo with serious security implications for it. PTI

 

 

 

Arunachal to establish Indigenous Faith & Cultural Affairs dept

ITANAGAR, Aug 11: The Arunachal Pradesh Cabinet on Friday approved the establishment of a new department of Indigenous Faith & Cultural Affairs (DIFCA).

Chief Minister Pema Khandu, who chaired the Cabinet meeting here this afternoon, maintained that due to globalization, exposure and external influences, the indigenous communities of the state are fast getting disconnected with their rich culture and languages that calls for specific steps to preserve and protect them from disappearing into oblivion.

While giving its nod to the proposal, the state Cabinet also approved creation of seven posts to begin with, including that of a Director of the department that would be headed by a Secretary.

The Department of Indigenous Faith and Cultural Affairs would function to preserve and promote culture and faiths of the indigenous communities of the state.

The state Cabinet also reviewed Secretariat Service Cadre  and approved proposal for creation of 148 new posts.

According to the approved proposal, three posts of joint secretary, one post of joint secretary AR, 24 posts of under secretary, one post each of senior analyst and one post of junior analyst of Administrative Reform Department, 28 posts of section officer, one post of senior research officer (Finance), two posts of PPS, 20 posts of SPA, 30 Posts of PA and 38 posts of Junior secretarial assistant were created.

Further, the Cabinet approved the upgrade of 116 posts of senior secretariat assistants to assistant section officer. With this, a total of 148 new posts have been created and 116 upgraded.

The Cabinet also approved creation of 440 temporary posts of Home Guards for the capital city police.

With this, the capital city police will be adequately equipped for effective management of law and order. Further, the city police can also utilise this manpower for easing the traffic woes of the city, a release said.

 

 

 

Student found dead under mysterious circumstances

ANSU seeks proper investigation

BHALUKPONG, Aug 11: One Techi Khoda, a student of Government Higher Secondary School Seijosa was found dead under mysterious circumstances near Durga Mandir in between Sessa and Bhalukpong.

The body was recovered on August 6 by the police. Earlier on August 5, his family had lodged a missing report at Bhalukpong Police Station.

Talking to this daily, Investigating Officer Ege Ete informed that the police are treating it as a murder case and a case has been lodged at Bhalukpong Police Station.

"The boy had gone to attend an event at Jamiri on July 28. On the next day, he reportedly went to Bomdila and stayed there with his friends. On August 3, he called up his sister and informed that he has on his way to Bhalukpong. However, he went missing after that. His motorbike was found in between Sessa and Elephant Fall. We have launched investigation and are working on it," said IO Ete.

Late Khoda was staying in Kola camp near Bhalukpong with his parents.

Meanwhile, a team of the All Nyishi Students Union (ANSU) led by its Vice President Tana Sushil Tara met officials of West Kameng unit police, including Deputy Superintendent of Police, Gothumbu Dajanglu and IO Ege Ete.

The team while appreciating the prompt action of district officials appealed to them to speed up the investigation and solve the murder mystery at the earliest.  

 

 

 

Aggrieved PMGSY contractors seek Rijiju's intervention

NEW DELHI, Aug 11:  With a cloud of uncertainty hanging over the release of funds for phase-11 of PMGSY projects undertaken by the Rural Work Department (RWD), panic stricken PMGSY contractors sought the intervention of Union Minister of State for Home Affairs Kiren Rijiju

The contractors who are executing the work honestly and sincerely are on panic mode, following reports that the centre may not release allocation for PMGSY road projects in Arunachal Pradesh as reports of irregularities and corruption in the Rural Works Department surfaced.

Representing the aggrieved PMGSY contractors, ZPM Seppa Rajo Gyadi called on Rijiju on Thursday seeking his intervention to resolve the impasse with the Ministry of Rural Development, so that genuine contractors may not suffer.  

Gyadi in his representation claimed that after the NIT formalities, several PMGSY projects across the state are underway and on the verge of completion.

Pleading to the MoS Home to intervene, Gyadi informed, "Many projects have achieved their physical work, including formation cutting and CD works despite unfavourable weather conditions." He went on to claim that genuine contractors, who have put all efforts to achieve the target, are being deprived of payment despite achieving 80 percent of physical work.

Responding to Gyadi's representation, Rijiju informed that he had already discussed the matter with the RD Minister and assured that efforts are on to find a mechanism so that genuine contractors working on ground are not deprived or denied of their rights. However, he also disclosed that the Modi-led Government is taking serious note on alleged reports of irregularities and corruption related to the PMGSY road.

The centre has allocated 119 projects under the PMGSY Phase-11 for Arunachal Pradesh in the financial year of 2016-17, amounting to Rs 2400 crore. However, following reports of corruption in the department, the centre is now reluctant to release the fund, and in turn could create a huge impact on the contractors.

 

 

 

Bomto Kamdak Memorial Lecture

Police struggle to find killer

ITANAGAR, Aug 11: H T Sangliana, MP and former IPS officer will deliver the Arunachal Ratna Bomto Kamdak Memorial Lecture.

Organised by the Arunachal Initiative, a group comprising of like-minded individuals, including youth leaders and academicians, in collaboration with the Rajiv Gandhi University's Department of Political Science, family of slain police officer, Bomto Kamdak, the talk is being held to honour his memory.

A year since Kamdak was killed during an encounter in East Kameng district, the assailant, Tagyung Yangfo, is still on the run. While sources claim that police has information of his whereabouts, officials are tight-lipped about giving away information.

Last year, East Kameng Deputy Superintendent of Police, Bomto Kamdak was killed in a shootout at Sangrungwa camp near Yangfo village in Chayang Tajo, ADC headquarters. In the crossfire,

 one Sei Bagang was also killed, while the mother of a two-year-old girl, Charchang Cheda Yangfo, sustained grievous injuries.   

Family members recently said that the motive of the talk is to initiate dialogue on not just Kamdak's case but also on the future of the state.

Late Kamdak's wife, Moni Basar Kamdak, said that she is "very happy and honoured to hear about this great initiative".

"The police usually end up facing the brunt of any happenings in the state, be it public or political. Policing is one of the toughest of occupations, and there are many challenges faced by them on a daily basis, especially in a developing state like ours," she said.

She added that the police cannot do their job properly unless they are helped by the public.

She also extended gratitude to the Arunachal Initiative for organising this event and to Sangliana for attending the event.

The event, which will be held at the state Banquet Hall from 10 AM, will also host lectures by family member and National Law University, Guwahati Associate Professor, Dr Topi Basar, and DGP Sandeep Goel. A documentary paying tribute to Kamdak will also be shown.

 

 

 

APIC imposes fine on PWD

ITANAGAR, Aug 11: The Arunachal Pradesh Information Commission (APIC) has under section 20(1) of the RTI Act, 2005 imposed penalty of Rs 25,000 against PWD Public Information Officer, Rumgong Dukium Lona for his failure to furnish information as sought by appellant Tadam Talom, pertaining to maintenance works executed under the Rumgong, PWD Division.

The Commission has also directed PWD PIO, Rumgong, Dukium Lona to appear in person before the commission on August 28 next along with all the information required.

It further said that an arrest warrant will be issued against him in case he fails to appear before the Commission on the aforementioned date.

 

 

 

APSTS conferred best performing SRTU award

NEW DELHI, Aug 11:  The Arunachal Pradesh State Transport Services (APSTS) has been awarded with the 'Best Performing North Eastern State Road Transport Undertaking' (SRTU) in the National Public Transport Excellence Award 2017, held at Manekshaw Centre, New Delhi on Friday.

The two-day international conference cum award function is organised by the Association of State Road Transport Undertakings (ASRTU).

APSTS General Manager, Abu Tayeng has received the award and citation on behalf of the APSTS. The state transport service has been chosen for the award for its stellar performance and innovative ideas in improving the state's public transport service, despite fund constraints.

Appreciating the hard work put in by STUs for the recognition, Tayeng hoped that the recognition would motivate the department to provide better public transport service.

 

 

 

Make ‘Swachh Bharat Mission-Gramin’ a mass movement: AE

YINGKIONG, Aug 11:  Upper Siang PHE & WS Sub-Division Katan, AE Gebuk Burang had exhorted people for active participation in Swachh Bharat Mission and make it a mass movement.

He said this during a tour to the remote villages of Jeru and Pongging, which was conducted by the PHE & WS Sub-Division Katan, with the aim to sensitize and educate the villagers on water and sanitation.

A team comprising of District Sanitation consultant Upper Siang, Imi Kamsi, JE Tobom Riram along with Progressive Farmers' Association President Upper Siang, Takit Miyu as resource person, toured the villages from August 9 to 10 last.

AE, Gebuk Burang also appealed to the people to stop deforestation in and around the catchment area of water sources for water conservation.

Resources person Takit Miyu also urged people to stop using weedicides, like 'Round Up' in their fields and cited the side effects of such chemicals in the human body. MP applauds Lohit for performance under MGNREGA

TEZU, Aug 11: Lohit district got a pat on the back from MP Ninong Ering for its performance under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).

Ering, who reviewed the physical and financial achievement report for the year 2016-17 in a meeting of the District Development and Coordination Committee in Tezu on Friday, declared Lohit as the best performing district among various other districts under his constituency with 93 percent achievement.

He also expressed his satisfaction on the overall performance of all the centrally sponsored schemes in the district.

The MP exhorted all other departments to work hard to achieve their respective targets for the welfare of the district and its people.

Ering also expressed deep concern over the present flood situation in different parts of the district.

Deputy Commissioner, Danish Ashraf sought active participation of all the District Development Heads and nodal officers for effective implementation of various centrally sponsored schemes. SHST visits Upper Subansiri district

DAPORIJO, Aug 11: A State Health Supervisory Team (SHST) visited District Hospital, Daporijo on August 9 for baseline assessment of quality services.

These services include general health administration, maternal & child wards, laboratory services, labor room services and operation theatre services, based on National Quality Assurance Services (NQAS) checklist, and assessment of functional status of Sick Neonatal Care Unit (SNCU).

After the visit, the team briefed Upper Subansiri Deputy Commissioner A K Singh about the findings for necessary action.

Appreciating the team for its visit, the DC, along with District Medical Officer, Dr Rumto Sikom, District RCH Officer, Dr Gamik Hangkar and District Hospital Medical Superintendent, Dr Joti Nalo gave assurance that the recommendations made by the SHST would be implemented in letter and spirit.

The SHST comprised of Additional Director of Health Services, Dr Moromor Lego, Joint Director of Family Welfare, Dr Saibal Bhattacharjee, Nodal Officer for Maternal & Child Health, Dr Tana Natung, UNICEF state representative on RMNCHA, Dr Muktesh, RRC State Facilitator, Mr Debojit Bora and Consultant RBSK, Biswajeet Borah.

 

 

 

'Freedom from Open Defecation Week'

PALIN, Aug 11: Kra Daadi Deputy Commissioner, Pige Ligu flagged off a mass rally at Palin town to mark the launch of the campaign against open defecation organized by PHE & WS Division, Palin (Jamin).

All the departmental heads along with their staffs, students and PRI members participated in the rally, which started from the Inspection Bungalow and culminated at the general ground.

Thereafter, a mass social service was conducted in and around Palin town.

Later, the Deputy Commissioner visited Hinda Middle School, Tourist Lodge and the 50-bed hospital to take stock of the situation.

'Freedom from Open Defecation Week', the campaign against open defecation was launched in Ruksin block on Friday by the Department of Public Health Engineering and Water Supply (PHE & WS).

Ruksin ZPM, Tonggeng Panyang, in presence of PHE &WS and other government officials flagged off the week-long campaign at Ruksin Upper Primary School. He appealed to the community members to avoid open defecation and maintain high degree of sanitation practices to get rid of infectious diseases.

The students and teachers of the school, public leaders and local shopkeepers took out a procession at Ruksin town to spread the message of Swachh Bharat Mission (Grameen).

 

 

 

AAPLU for fixation of minimum labour wage

ITANAGAR, Aug 11: The All Arunachal Pradesh Labour Union (AAPLU) appealed for fixation of minimum wages for workers government, semi-government and private companies.

Describing the hardship faced by the workers due to soaring prices of all commodities as the authority did not make revision of their wages for long, the AAPLU appealed for immediate enhancement of the minimum wages of the working class.

It urged the chairman to conduct a board meeting for finalization and fixation of the minimum wages of the working employees as per the Minimum Wages Act, 1948.

 

 

 

Free yarn distributed

ANINI, Aug 11: Free yarn was distributed among the  economically backward women of Dibang Valley district by the Department of Textile and Handicraft under the CM's Textile Promotion Scheme  at the office of the Assistant Director of Textile and Handicraft recently.

The state government has launched this welfare scheme with an objective to help and uplift the down-trodden, especially the marginalized women of the state.

Speaking on the occasion, CO Juliti Mihu advised the beneficiaries to take advantage of the scheme for their economic benefit.

 

 

 

'Land issue amicably settled'

AALO, Aug 11: The long-pending land issue of SE Office PHED, Bene is claimed to have been amicably settled in a meeting held under the Chairmanship of West Siang Deputy Commissioner, Gamli Padu on Friday.

As per DIPRO report, the issue was amicably solved after a long discussion between the land donors and the department concerned, represented by Commissioner (PHED), Hage Khoda Shalla, Chief Engineer Tomo Basar and other engineers of the department from Aalo division.  

Senior public leaders and former ministers Doi Ado and Kento Ete, and ZPM Tumpe Ete were also present in the meeting.

 

 

 

DC advices bankers to build long-term client relationships

PASIGHAT, Aug 11: Deputy Commissioner Tamiyo Tatak advised bankers to build long-term client relationships and take part in local development.

Chairing a district level consultative cum review meeting with the bankers of East Siang district on Thursday, Tatak said, "To determine a bank's survival and profitability, customers' satisfaction was essential."

He emphasised that banks must have a structured branch operating system in place to ensure customer friendly service and quality.

"They should give emphasis on easy opening of bank accounts to the people linking Aadhaar numbers so that all least-privileged and needy people get optimum benefits under all state and central sponsored schemes and projects in the district", stated Tatak.

Further, he held a wide-ranging discussion with the representatives of SBI, Vijaya Bank, HDFC, APRB, ICICI, PNB etc and heard the challenges and obstacles, like Aadhaar seeding, non-recovery of loans, etc faced by banks.

The DC noted that despite the branch expansion over the past few years at Pasighat, there were several pockets of the population that were still un-banked and do not have easy access to formal financial services.  He instructed the SBI authority to circulate a list of 'Customer Service Point' to ensure easier service to the people and better assessment of outcomes.

Earlier, Lead District Manager (LDM) Sothang Haokip presented a report on banking activities.

'Check illegal activities in Doimukh'

ITANAGAR, Aug 11: The Doimukh Students' Union (DSU) has demanded the Doimukh SDO to check dice playing and illegal selling of liquor till late night in Doimukh area.

In a complaint letter to the SDO, the student union stated that illegal activities, like dice playing in Saturday market and selling of liquor without license till late night were going on unchecked in Doimukh, leading to frequent group fights and quarrels among the youths under alcoholic influence, most of whom are college students, living in rent houses.

The DSU also said that it has found some boys and girls drinking alcohol and sniffing dendrite in the railway tracks and river banks of Doimukh.

The students' union strongly appealed to the Doimukh Circle Administration to strictly issue orders to the Doimukh unit Police to initiate necessary action against such illegal activities to maintain law and order and public peace in Doimukh area. It also demanded night police patrolling in the area.

 

 

 

CM emphasizes on self-employment

ITANAGAR, Aug 11: Chief Minister Pema Khandu stressed on giving more importance to self-employment than wage employment while framing skill development strategies.

"Today we have hundreds of graduates and post graduates looking for employment. As government jobs are limited, we need to skill our educated youths in sectors suitable for them for employment," the Chief Minister said after releasing the comprehensive report on 'Skill Development in Arunachal Pradesh', researched and compiled by the North Eastern Development Finance Corporation Limited (NEDFi) here on Friday.

He also gave priority on skilling the uneducated and school drop-outs.

NEDFi, through its Advisory and Consultancy Department, undertook a comprehensive and extensive study on skill development in Arunachal Pradesh.

The objective is to understand characteristics of skill development system, aspiration and skill development needs of various categories of population and the global, national and local skill requirement trends and suggest suitable strategies to take skill development efforts in the state to next level.

The study proposes eight strategic reforms roadmap in skill development sector, based on key aspects that have emerged during the study.

These include, strengthening the governance framework currently governing the skill development ecosystem, improving the effectiveness and utilization of existing technical vocational education and training institutions, making provisions for providing specialized skill development training in identified sectors relevant to the state, making general education provided in schools an integral part of skill development efforts by improving the quality and  learning outcomes of school education, creating robust ecosystem of creditable private vocational training providers, improving linkages between industry and institutions providing skill development, strengthening the handloom and handicrafts sector and making extensive provisions for career counselling and information dissemination.

The Chief Minister said the report will serve as a roadmap for the state government to plan its future course of action in imparting skill development to the youths of the state.

He gave the Skill Development Department one month's time to prepare a comprehensive proposal and action plan based on the suggestions put forth in the report.

"We have been doing a lot in equipping our youths with skills but yet somehow have not fully succeeded in giving the process a meaningful direction because we did not have a proper and scientific roadmap," observed the Chief Minister.

He hoped the NEDFi report will help the government plan and execute a strategic skill development policy that will provide the youth gainful and sustainable employment.

Chief Secretary Shakuntala D Gamlin suggested taking into account aviation, automobile and IT sectors, which are growing fast and have a large scope of employment. These sectors can be explored by ITIs and polytechnics of the state to specifically train youths, she said.

Parliamentary Secretary (Skill Development) Jambey Tashi and the Principal Secretary, Finance Commissioner, NEDFi CMD were also present.

 

 

 

Thongdok warns against misuse of Govt fund

KALAKTANG, Aug 11: Legislative Assembly Speaker, T N Thongdok has warned government officers against misuse of government fund while implementing schemes.

During a review meeting of development activities at Kalaktang on Thursday, Thongdok requested the officers to work hard for proper utilization of government fund and to maintain quality of work. He also emphasized on timely completion of projects.

The Speaker requested all the departments to submit quarterly progress reports and maintain cordial relations with the Panchayat leaders for faster development.

Talking about the unemployment problems, he emphasized on the development of agriculture and horticulture sectors and to go for the organic way of farming.

 

 

 

Prakash Path in U/Subansiri, PMUY launched in East Siang

ITANAGAR, Aug 11: Prakash Path (the way to light), the national LED programme was launched in Upper Subansiri district in a function at Rijo Conference hall here on Friday.

The programme aims at conserving energy through spread of energy efficient LED lamps and distributing such lamps at subsidized prices, said Upper Subansiri Deputy Commissioner A K Singh.

APEDA Project Officer, Jamdam Jeram informed that various energy efficient appliances, like LED bulbs, tube lights and fans were made available at the office of the APEDA for sale at subsidized rates to public.

The programme was attended by HoDs, PRI leaders and the public.

Meanwhile,  East Siang Deputy Commissioner, Tamiyo Tatak handed over LPG connections to 30 beneficiaries at the launch of the Pradhan Mantri UjjwalaYojana (PMUY) in the district on Thursday.

Hailing the Prime Minister for the scheme, Tatak said the (LPG) connection will mitigate the sufferings of poor women in managing kitchen and household.

"It is a boon for our rural masses where majority of the households are dependent on firewood and kerosene stove, etc for cooking purposes. It will improve the health condition of our poor women and reduce drudgery of collecting firewood", the DC opined.  

Under this programme, only 300 women belonging to 'Below Poverty Line' (BPL) have been selected in the district, based on Social Economic Caste Census, 2011 data, but the actual figures of BPL would be more than that, Tatak said.

He suggested conducting proper survey and preparing list of beneficiaries afresh in a transparent manner so that no eligible beneficiary is left from acquiring the benefit of the scheme.

District Nodal Officer, IOC, North Lakhimpur sales area, Sayed M M Hussain demonstrated certain LPG safety measures.

DF & CSO Bijoy Pertin assured close monitoring, while manager of the local gas agency, Sadhan Pal informed that out of 300, only 180 beneficiaries have submitted documents for KYC.

The function was organized by the Indian Oil Corporation, along with District Civil Supply Department and local dealer M/S Sango Gas Agency, Pasighat. (DIPRO)

ITANAGAR, Aug 11: Professionalism is the only mantra for success and none could stop a core professional to achieve the set goal, said Deputy Chief Minister Chowna Mein  on  Friday.

Addressing the 10th anniversary of E&K's, Naharlagun, a multi-cuisine restaurant, Mein expressed his happiness that E&K's has become an acclaimed caterer

Mein underscored the importance of such traits for speedy growth of state's hospitality and tourism industry.  

The Deputy CM also facilitated E&K's staff, including Chinese Chef Deepak Lama, chefs Sanjeev Lama and Saurav Sharma, catering in-charge Rajiv Bora and manager Sanil Kumar, instrumental in its success. E&K's grew fast since 2007 with opening of Passa Lath Resort at  Ziro  and  state's first Tribal Hut near E&K, both in 2012.

 

 

 

CM congratulates Naidu

ITANAGAR, Aug 11: Chief Minister Pema Khandu has congratulated Venkaiah P Naidu on being sworn in as the 13th Vice President of India on Friday.

In his congratulatory letter, Pema wrote, "I on behalf of the people of Arunachal Pradesh extend our heartiest congratulations to you on assuming the charge as the 13th Vice President of India. Workshop on Fractional Inactivated Polio Virus Vaccine

ROING, Aug 11: A district level workshop on Fractional Inactivated Polio Virus Vaccine (FIPV) was organised by the District Health Society, Roing, under National Health Mission, at the Regional Diagnostic Center Hall of the District Hospital, here today.

DRCHO Dr Raju Mena gave detailed explanation about the FIPV and its implementation.

"India is a polio free country and this immunization ensures better protection against the virus, its re-infection and re-emergence", said Mena.

He stressed on the caregivers to give complete information to the parents about the vaccines being administered to their children and its importance, and to ensure timely visits to medical centres for their following doses.

Earlier, the IPV was administered to a child as a single dose at 14 weeks. However, from 20 August 2017, the FIPV will be administered in two fractional doses at six weeks and at 14 weeks, informed Dr Mena.

DMO Dr Radesh Tatan urged the attendees to learn as much as possible from the workshop, taking the opportunity to clear all doubts, to be able to deliver efficiently.

The workshop was attended by MOs in-charge, nurses, and other caregivers of CHCs and PHCs from all over the district, including the DH.

 

 

 

Over 3 lakh collected for Tadin fire victims

ITANAGAR, Aug 11:  A total of Rs 3,52,904  was collected during the five days donation camps organized in aid of Tadin fire victims, which came to an end on Friday.

The shop owners of Takar Complex, Naharlagun donated a good quantity of clothes, shoes and bags.

The camps were conducted in the Capital Complex by various organizations, including the Indian Medical Association Arunachal Pradesh, practicing advocates of Itanagar, Galo Students' Union, Galo People's Federation, Galo Youth Organisation, Royal Arunachal Riders, Descent Soul MC, Green Pioneers, Kombo Jirdin Youth Capital Complex and Ori  Ao Youth Capital Complex.

 

 

 

Labour union demands development of school

ITANAGAR, Aug 11: In a memorandum submitted to Deputy Chief Minister, Chowna Mein on Friday, the Capital Complex unit of All Arunachal Pradesh Labour Union (AAPLU) informed him about the poor condition of the Girls Residential School, Nirjuli and appealed to him to direct the authorities to take up remedial measures at the earliest.    

The AAPLU claimed that the school does not receive timely supply of textbooks and uniforms, while there is shortage of teachers, water supply and bad road connectivity.

It also appealed to the authorities to ensure timely release of teachers' salaries and opening of a joint account of the SMC of the school for better management of the school.

 

 

 

Students' body seek proper construction of outdoor stadium

KANUBARI, Aug 11:  Claiming that the construction of an outdoor stadium at Kanubari in Longding is not being carried out properly by the authorities, the Rujen Students' Union (RSU) has in a release on Friday appealed to the authorities to stop the construction and reconstruct it in a proper way.

'The playground was constructed with a total fund of Rs 2.60 crore. However, the ground is half damaged because of the flawed construction work', alleged the students' union.

It also strongly opposed the alleged approval given by the members of Rujen Welfare Society to the Mopa Tea Estate to earmark Dasatong-Mopa tea garden area as an industrial estate, saying that it will badly affect the livelihood of the land owners, which include villagers of Longhua, Mopakhat and Sangsatham, as the tea gardens are their perennial source of income.

 

 

 

Coordination committee chalks out strategy for NDD

ITANAGAR, Aug 11: State Health and Family Commissioner, Kaling Tayeng has called for proper convergence of  all stakeholders  for successful implementation of the National De-worming Day (NDD)  in the state.

Presiding over the National De-worming Day (NDD) Coordination Committee meeting at the Civil Secretariat here on  Friday, Tayeng emphasized on free Albendazole tablet distribution to all under-19 children, with special efforts to cover all private school children.  

Nodal Officer for Maternal & Child Health, Dr Tana Natung, while briefing the State Committee, appraised the house on the significance of NDD, to be observed on August 24.

Further, Natung informed that 1.44 lakh children are suffering from Helminthiasis (worm infection) annually in the state, which is contributing to the burden of anaemia and poor nutrition among the under-19 children, for which, mass-deworming is pre-requisite.

Arunachal Pradesh is one of the better performing states of India in terms of implementation of NDD.  The state, however, still has a long way to go to achieve the goal of zero STH prevalence rate.

During the NDD, free Albendazole tablets shall be distributed to all under-19 children. Attempts shall be made to track children who miss out during the NDD and administer them with Albendazole tablets on August 31, which is known as Mop-Up Day (MUD).

 

 

 

NPP resolve to take up state issues

ITANAGAR, Aug 11: The state unit of the National People's Party (NPP) in a meeting on Friday resolved to raise any issue pertaining to state affairs for the interest of the people of Arunachal Pradesh.

The meeting held under the chairmanship of the party's state unit President Gicho Kabak also resolved to gear up activities to build a strong party base and organization in the state

The party welcomed former minister Anok Wangsa to its party fold and hoped that his joining in the party will further strengthen the hands of National President Conrad K Sangma MP (LS) as well as the growth of the party in Arunachal.

Meanwhile, NPP State President has appointed Anok Wangsa as state Vice President.

 

 

 

Hundreds attend reproductive & child health camp

YINGKIONG, Aug 11: Over four hundred people benefitted from a two-day long Reproductive & Child Health cum Mobile Medical Unit camp held at Bomdo village under Janbo Health Sub Centre, from August 8 to 9 last.

The camp, which was led by Blood Bank Officer, Dr Katan Patuk and Dr G Angu, focused on maternal health (reproductive age between 16-45) and child health, while counselling was held for adolescents aged between 10-19 years as  part of the RKSK programme. (DIPRO)

 

 

 

DK Memorial State Open Badminton Championship-2017

ITANAGAR, Aug 11:  Top seeded pair of Pinky Karki and Taring Yania defeated Irani Sonowal and Kenpi Karga and entered into the Women's Double (Open) final in the 5th Dorjee Khandu Memorial State Open Badminton Championship-2017 on Friday.

The pair of Boni Yapu and Taw Aniya defeated the pair of Apali Mega and Pema Laden in other semifinal.

The first semi final match of the day was held for Under-17 (Boys Doubles) category.

Biki Lakai and Sonam Tamang defeated Ano Mikhe and Ena Tangu in straight 21-8 and 21-14 sets, while Domo Gamlin and Iran Gamkak beat Gaurav Sonowal and Kiyon Maanpang 21-15, 21-17 sets to reach the final.

In the U-17 boys' singles, Laa Tukum, Bamang Pengko, Kenith Tamin and Sonam Tamang advanced to the semi finals by defeating their respective opponents.  

Laa Tukum, Gumjo Lollen, Lunku Sih and Bamang Pengko entered the semis in the boy's singles event in boys U-19.

In girls' singles, Laa Yajum and Kapu Rumi clash with each other in the finals.

Quarter final matches of U-10 and U-15 category were also played on the day.

Jummi Jini, Rohit Chetry, Nyate Dolin and Lobsang Choidrup won their respective matches in the U-10 boys' singles.

Dolma Tamang, Taring Juli, Kenbi Raram and Takio Puna booked their semi final berths in the girls' single U-15 category.

The pairs of Chukhu Martha and Nido Aya and Jomba Waii and Jomoni Lochung also won their respective matches in U-15 girls' doubles.

Nikhil Chetry, Kenith Tamin, Matung Camder Tok and Karto Nyorak reached semi finals in boys' single U-15 category.

Napi Tayam and Taku Neha will clash with the pair of Lideina Sona and Nyaty Dolin in the final of girl's doubles U-13.

Laa Talar, Tai Doyom, Dane Linggi and Jokom Ribya won their respective matches in the men's singles (open category).

Talar would face Tai Doyom in the semi final, while Jokom Ribya will be up against Dane Linggi.

 

 

 

GFC, SUFFC (V) win

ITANAGAR, Aug 11: Gabang FC defeated Kine Nane FC in Pool-A in the Itanagar Solung Festival Football Tournament played at the DNGC ground on Friday.

Kaling Tamuk scored two goals, while Tabang Mibang netted one goal for the winning team. Tabang Mibang was adjudged man of the match for his excellent play.

The second match was played between Solung United FC (Veteran) and Todi Yameng FC, in which the former thrashed the latter by 4-1.

Kaling Tatin scored three goals and Honuk Tayeng scored one goal for the winning team. Lone goal for Todi Yaneg FC was scored by Tajing Pabin.    

On Saturday, Donggin Yameng FC will take on Sisang Angong FC, while Abor FC will take on Sisang Yameng FC.  

 

 

 

 

Girl cadets participate in Thal Sainik camp at RGGP

ITANAGAR, Aug 11: In all, 40 girl cadets each from, Manipur, Nagaland, Assam, Meghalaya, Tripura, Arunachal Pradesh, Mizoram and Sikkim are taking part in a Thal Sainik Camp for girls, being conducted by 1 Arunachal Pradesh Bn NCC under the aegis of NCC Gp HQ (B),Tezpur, at the Rajiv Gandhi Government Polytechnic here from August 10.

During the camp, the NCC cadets will undergo training on weapon firing, map reading and other activities. A weapon display is also being organized for benefit of the cadets to familiarise the cadets with the weapons utilized by the armed forces.

 

 

AAPPTF threatens democratic movement  

ITANAGAR, Aug 11: The All Arunachal Pradesh Public Transport Federation (AAPPTF), in a memorandum, has demanded the Deputy Chief Minister for early construction of highway from Itanagar to Banderdewa.

Stating that the authorities did not pay any attention to its repeated representation on the matter, the AAPPTF said it would be left with no other option but to resort to democratic movement, if the road construction work was not started immediately.

The federation lamented that even the first phase of the task-the dismantling of structures falling within the Right of Way (RoW) has not yet started.

Tone down the rhetoric

The chances of nuclear conflict between North Korea and US are increasing day by day. The leaders of both the sides are going ballistic and are upping the rhetoric. President Donald Trump and North Korean leader Kim Jung Un has been making provocative statement against each other. After North Korea warned of attacking US territory Guam, the president Trump on Friday said the US military is "locked and loaded" to deal with North Korea, ramping up the rhetorical brinkmanship.  The military conflict between two nations is expected to have catastrophic effect on Korean peninsula. While the US and its allies regularly flex their joint military might in North Korea's backyard, the proposition of conducting a full-scale preemptive attack against elusive country remains uniquely complex and risky undertaking. North Korea has thousands of conventional artillery pieces within range of the South Korean capital of Seoul.

As per the report in international media the studies have estimated that South Korean casualties from artillery barrages to be in the tens of thousands on the first day of conflict. Also there are possibilities that North Korean regime may unleash nuclear weapon on US allies like South Korea and Japan in case of military conflict. This will lead to loss of thousands of lives. Both US and North Korea should avoid taking military path for the sake of humanity. Countries like China and Russia which still share good relation with North Korea should intervene at this juncture. Two countries should use their influence and give some sense to the leaders of reclusive regime. US President Donald Trump should also tone down the rhetoric and create atmosphere for peace talk.

Scholarship and stipend

Dear Editor,

During 2013, we first came to know about this PMS-ST when AAPSU led many Arunachalee students to Andhra Pradesh in the name of Free Higher Education and everyone knows the results today.

So in 2014-2015, majority of students came to know details about this scheme only through Cyber Cafes and not through Govt.

After confirmation from SJETA-Naharlagun, I also actively advertised for awareness on this scheme to the students community of Govt. College Doimukh (GCD) as the then Literary Secretary of Govt. College Doimukh Students’ Union (GCDSU) session 2015-16 because all teachers and principal had no clue about it.

So, following year (2016), I too also applied for both stipend and scholarship as everyone else because all were availing both the schemes from the past (i.e. from 2013 onwards).

But then suddenly & unfortunately a movement came from Dera Natung Govt College, Itanagar under its Students’ Union leadership, in the banner called Joint Interim Committee for Stipend and Scholarship issues (JIC).

Initially I felt it meaningless on part of DNGC or JIC because in the past everyone used to avail both Stipend & Scholarship simultaneously without the notice of Govt or the Department. So JIC started the movement with a voice of availing both the schemes to which we were about to support.

But suddenly they changed their stand and asked students to submit NOC (during Apr-Mar17) to Higher & Technical Directorate, Itanagar to avail the State stipend and surrender the Scholarship automatically. So I didn't submit the NOC because I wanted the scholarship and not the stipend.

But to my surprise I got the stipend which I didn't want. Again when the Scholarship got delayed and SJETA asked NOC for availing the scholarship, the JIC came in rescue but as usual of no use.  To our utter surprise some names were not in list of stipend beneficiary in the first lists of SJETA. Again on re-checking many names were found in latest stipend beneficiary lists sent from DHTE-Itanagar.

In the process to cope up with the pace of Departments and JIC and AAPSU we lost our precious time which can’t be compensated. We lost our parents’ hard earned pocket money by using them to apply for both the Schemes (i.e. Rs 300/per Stipend and Rs 500/per scholarship approx.). Besides, countless xerox and printings were done in addition to countless to and fro journeys to both DHTE-Itanagar and SJETA-Naharlagun.

There’s a big difference between stipend and scholarship. Stipend is only given to ST of Arunachal Pradesh from class I to University level and not to STs of other states. Likewise Scholarship is given to all ST students of Pre-Matric (Class 11-12) & Post-matric (above class-XII) and not to all STs of Class I to X. Moreover, since Arunachal Pradesh is 100% ST dominated state and 90% population lives under/Below poverty line. So, we deserve the most, to avail both the state Govt. stipend and central Govt. Scholarship than any other states of India.

Today the rate of all commodities and fee structures of institutes are higher than the Mount Everest and are running ahead faster than the Cheetah.

So, the students have the right reason to claim for both the schemes.

Why did many availed both stipend n scholarship in the past?  

Will Govt. recover the previous fund which was double availed by applicants before as per the stipend/scholarship rules?

Stipend amount is so meagre, and today cost is sky high, therefore why can't State Govt give stipend alongside the national scholarship?

If they want students to avail only one scheme of stipend or scholarship then why did they approved the application at institute, state and national level???

Why are students organisations of the state silent over this genuine point of issue? Therefore I appeal all the President/General Secretary and Education Secretary of all the Apex Students Body of  state to raise and voice this point for the greater interest and overall welfare of the poor students community.

Lastly will the state stipend be discontinued from next academic session because everyone will opt for higher amount scholarship? So, the million dollar question is Can we really rely on PMS over Stipend? Will the GoI release scholarship in time every year?

Therefore, I earnestly appeal and urge upon the State Govt to increase the amount of stipend in equal proportion to that of scholarship if it doesn't allow students to avail the stipend along with scholarship or else let the students enjoy both facilities.

Verify the veracity

Dear Editor,

Apropos to a press release by RGUSU demanding for E-Tendering and poor quality of work by the contractor of Doimukh, I as being a bonafied local of Doimukh and a contractor of RGU would like to extend my views in response to the news.

In fact as a land donor and being local, we definitely deserve some privilege in terms of availing small petty works and indeed RGU has been co-operative in this regards.

But it is totally false and untrue that only Doimukh people are doing the work.

People originally hailing from Seppa, Kurung Kumey, Tali, who are settled in Nirjuli, Naharlagun and Itanagar are also doing contract works in RGU. Anyone can verify the records from the engineer wing of RGU.

All the big amount works, above Rs 25 lakh are in fact done by floating NIT through major dailies by observing all the codal formalities. Same can also be verified by any one.

The picture shown on the news paper is actually not a structural crack or damage, it is a joint of two separate beams which is designed so deliberately to withstand and minimize the damage to the whole building in the event of any earthquake. In fact some plasters have come off from the joint which appears to be a crack. Nonetheless some fault in the buildings is a sporadic incidence; it not only happens in RGU but can be seen in many other structures all over the state since our state is in the centre of seismic zone.

Implementation of E-Tendering will have no meaning; it cannot guaranty the quality of work unless there is will for it. For instance, all the PMGSY works of our state are done through E- Tendering. Are all the works found satisfactory?

This blame game is nothing but outcome of frustration of few disgruntled RGUSU leaders who has been desperately seeking some contract works for themselves.

Firstly, they had approached the VC, RGU many times for award of contract works and indeed were given one or two works but were not satisfied and demanded for bigger contract works which was not obliged by the VC.

Secondly, few weeks back they came to us seeking donation in the name of excursion. Since there demand was so high, we could not afford to oblige them which led them to the press. How one can expect us to bear the whole expenditure of an excursion of a university. Obviously, the authority must have a planned budget for such big event.

Every year we have been contributing in every occasion of RGU such as Picnics, Nyokum Yullow, Panorama, Inter college week celebration and even for excursion, in whatever little way we could afford. But I wonder whether the money is used for the common purpose or pocketed by these so called leaders.

Lastly, I would like to advise the RGUSU to verify the veracity of the fact before going to media, and not to just vent out their frustration for not getting contract works and donation for their pocket money.
